Terms of Service

ROAM Intelligence provides partner organizations with access to curated, source-graded intelligence concerning persecution-related incidents and regional risk, derived substantially from open-source intelligence (OSINT) and analyst review. The Service includes a web dashboard, mapping and risk surfaces, reporting tools, the Ezekiel analytical assistant, and programmatic access via APIs and webhooks.

The Service is invite-only. Access is provisioned to vetted partner organizations and their authorized users. You are responsible for maintaining the confidentiality of your sign-in credentials, magic links, and API keys, and for all activity that occurs under your account. You must notify us promptly of any suspected unauthorized access. We may suspend or revoke access where we reasonably believe credentials have been compromised or these Terms have been violated.

You agree that you will not, and will not permit any third party to:

• use the Service for any unlawful purpose, or in any manner that violates applicable law, regulation, or the rights of any person;
• redistribute, resell, sublicense, publish, or otherwise make available intelligence content obtained through the Service to third parties outside your organization, except as expressly permitted in a written agreement with ROAM;
• reverse engineer, decompile, disassemble, or otherwise attempt to derive the source code, models, methodologies, or underlying data pipelines of the Service;
• engage in automated scraping, crawling, or bulk extraction of the Service beyond the documented API and its applicable rate limits and usage terms;
• use the Service to target, surveil, endanger, or facilitate harm against any individual or community; or
• circumvent, disable, or interfere with security-related features, tenancy boundaries, or access controls of the Service.

Programmatic access to the Service is provided through documented APIs and webhooks, subject to issued API keys, rate limits, and the API documentation in effect. API keys are organization-scoped, confidential, and may not be shared outside your organization. We may throttle, suspend, or revoke API access that degrades the Service, exceeds documented limits, or otherwise violates these Terms. You are responsible for all use of the Service made through your API keys.

The Service, including its software, design, branding, analytical methodologies, source-grading frameworks, and the selection, arrangement, and presentation of intelligence content, is and remains the property of ROAM Intelligence and its licensors. Subject to these Terms, ROAM grants you a limited, non-exclusive, non-transferable, revocable license to access and use the Service and its content for your organization’s internal purposes during the term of your access. No other rights are granted, whether by implication, estoppel, or otherwise.

THE SERVICE AND ALL INTELLIGENCE CONTENT ARE PROVIDED “AS IS” AND “AS AVAILABLE,” WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED.

Intelligence made available through the Service is derived substantially from open-source material and analyst judgment. ROAM does not warrant the accuracy, completeness, or timeliness of any intelligence content. OSINT-derived information may contain errors, omissions, mistranslations, misattributions, or content that has been deliberately falsified at its source. Severity ratings, verification statuses, and source grades are analytic assessments, not guarantees. ROAM disclaims all implied warranties, including merchantability, fitness for a particular purpose, and non-infringement, to the maximum extent permitted by law.

To the maximum extent permitted by law, ROAM shall not be liable for any decisions made or actions taken (or not taken) by you, your organization, or any third party in reliance on the Service or any intelligence content, including decisions affecting personnel safety, travel, operations, security posture, or resource allocation.

In no event shall ROAM be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or for loss of profits, data, or goodwill. ROAM’s aggregate liability arising out of or relating to the Service shall not exceed the total fees paid by your organization to ROAM for the Service in the twelve (12) months immediately preceding the event giving rise to the claim.

You agree to indemnify, defend, and hold harmless ROAM Intelligence and its officers, directors, employees, and agents from and against any claims, damages, liabilities, costs, and expenses (including reasonable attorneys’ fees) arising out of or related to your use of the Service in violation of these Terms, your violation of applicable law, or your redistribution of intelligence content in breach of Section 3.

We may suspend or terminate your access to the Service at any time, with or without notice, for breach of these Terms, for security reasons, or where required by law. You may stop using the Service at any time. Upon termination, your license to the Service and its content ends, and you must cease use of and, on request, delete intelligence content obtained through the Service, except where retention is required by law. Sections 5 through 8 and 10 survive termination.

These Terms shall be governed by and construed in accordance with the laws of the State of Delaware, without regard to its conflict-of-laws principles. The parties consent to the exclusive jurisdiction and venue of the courts located in the State of Delaware for any dispute arising out of these Terms or the Service.

We may revise these Terms from time to time. Material changes will be communicated through the Service or by email to your organization’s administrative contact. Continued use of the Service after revised Terms take effect constitutes acceptance of the revised Terms. The “Last updated” date above reflects the most recent revision.
